Sheriff’s Office recommending the Board:
1) Make findings, in accordance with Section 3.13.030, Section E. of the El Dorado County Ordinance Code, that the Moral Reconation Therapy (MRT) under Agreement for Services 10370 will be performed by another governmental entity or agency;
2) Make findings in accordance with Procurement Policy C-17 Section 3.4.2.f to exempt Agreement for Services 10370 from the competitive bidding process because the continuity of providers will provide efficiency or critical knowledge, and other providers cannot provide similar efficiencies or critical knowledge;
3) Approve and authorize the Chair to sign Agreement for Services 10370 in the amount of $360,000 with the El Dorado County Office of Education (EDCOE) for MRT services for the term August 15, 2026, to August 14, 2029; and
4) Authorize the Purchasing Agent to increase the agreement on an "as-needed" basis during the awarded period as long as funding is available within the Community Corrections Partnership (AB 109) budget for this service, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
Moral Reconation Therapy (MRT) is an evidence-based cognitive behavioral intervention designed to reduce recidivism by addressing criminogenic thinking and promoting positive behavioral change. MRT focuses on enhancing moral reasoning, increasing accountability, and developing pro-social attitudes among participants.
The Sheriff’s Office is seeking approval to continue utilizing the MRT programming within the jail setting as part of its ongoing efforts to improve rehabilitation outcomes and support reentry services. The program will be offered to eligible inmates and facilitated by trained staff, following established MRT curriculum guidelines.
Participating in MRT has been shown to reduce repeat offenses and improve long-term outcomes for justice-involved individuals.
