DISCUSSION / BACKGROUND
The County of El Dorado (County) and the South Tahoe Public Utility District (STPUD) frequently construct roadway and utility improvements which impact one another’s facilities. In these instances, coordination is necessary, and the costs of design, construction, and inspection are frequently a shared responsibility. Department of Transportation and STPUD desire to enter into a Master Construction Responsibility and Reimbursement Agreement (Master Agreement), for use under certain circumstances, to facilitate the inclusion of maintenance and improvement to either entity’s roadway or utility facility within the scope of the other entity’s maintenance or improvements in an efficient and cost-effective manner. The Master Agreement applies to projects that both County and STPUD agree are limited in scope and complexity, and estimated not to exceed $200,000 in reimbursement cost per project. This is the initial Master Agreement between the County and STPUD for a term of five (5) years with the option to extend the term of the Master Agreement an additional five (5) years.
ALTERNATIVES
The Board could choose not to approve the agreement, in which case the County and STPUD would be required to prepare individual agreements for approval by the Board on a project-by-project basis. This would result in additional costs incurred by both agencies.
