Supervisor's Frentzen and Hidahl recommending the Board direct appropriate staff to:
1) Explore the feasibility of adding a member of the Board of Supervisors as a voting member and a second Board member to serve as an alternate on the Veterans Affairs Commission;
2) Evaluate the feasibility of repealing the Veterans Affairs Commission ordinance and establish the commission by way of a Board Resolution; and

BACKGROUND
At their meeting of April 11, 2019, the Veteran Affairs Commission discussed amending their bylaws to add a member of the Board of Supervisors to the membership of the commission. The proposed revised section 2 of the bylaws is shown below.

2. Appointment: Pursuant to El Dorado County Ordinance Code Section 2.20.520, the commission shall consist of the following members:
A. Primary members: six Primary members shall be appointed by the Board of Supervisors. Five of the Primary members shall have been honorably discharged veterans of the U.S. Armed Forces; each of these shall be residents of El Dorado County and shall be nominated by a member of the County Board of Supervisors to represent his/her supervisorial district. One Primary member shall be a member of the County Board of Supervisors, selected by that body. In the event of a tie vote, the member of the County Board of Supervisor’s vote shall not be counted, in order to break the tie.
B. Alternate members: five Alternate members shall be appointed by the Board of Supervisors. Each shall have been honorably discharged veterans of the U.S. Armed Forces. Each of these shall be residents of El Dorado County and shall be nominated by a member of the County Board of Supervisors to represent his/her supervisorial district. Alternate members may vote when the Primary veteran member, representing his/her district, is absent.
