Background
In 2012, the Board approved amendments to the By-Laws that consisted of format changes, removal of appeal language, and clarification of alternate designees.
 
Recently, Risk Management has met with retirees and bargaining units to discuss health plan issues and concerns.  Retirees indicated that they would like the opportunity to attend Health Plan Advisory Committee (HPAC) meetings so that they could provide information to the committee from their perspective.  Not all bargaining units are members of HPAC, but there was an interest in those that were not members to attend the meeting, although not in a voting capacity.   Current language in the By-Laws limits participation to the members, with other individuals attending only on approval by the Committee.  
 
The HPAC committee met on March 13 and discussed committee participation.  The committee unanimously approved to change Section II E of the by-laws to add language that would open the meeting to all bargaining units and retirees who participate in the County health plan as well as the public.
 
The HPAC Committee and Risk Management staff are requesting that the Board approve the changes to the By-Laws.  The amended By-Laws have been sent out to all the Bargaining Units and no objections have been received.  
Reason for Recommendation
The changes made to the By-Laws will open the meeting to all participants in the County health plan as well as the public.   
 
Follow Up Actions
Risk Management will implement the amended By-Laws for HPAC.
