DISCUSSION / BACKGROUND
On April 6, 2021, the Board approved revenue-generating agreement 5281 with LSC Destruction LLC to provide services to breakdown, destroy, and remove firearm parts on-site at the Public Safety Facility.
California Penal Code Section 34000 allows for the Sheriff’s Office to destroy firearms in its possession that are no longer needed for evidence or are unclaimed or abandoned. Prior to Agreement 5281 with LSC Destruction LLC, the Sheriff’s Office took firearms in its custody from adjudicated cases, abandoned property, or unclaimed property to Schnitzer Steel Industries to be destroyed. The Sheriff’s Office Evidence staff was required to drive the firearms down to Radius Recycling, previously known as Schnitzer Steel Industries, in Rancho Cordova for destruction. Staff witnessed the destruction to ensure the process was done properly. The Sheriff’s Office did not receive any proceeds from destroying firearms at Radius Recycling.
With this contract, the vendor comes on site and destroys the firearms providing the same service as Radius Recycling did, however, LSC Destruction LLC shares the proceeds from the scrapping of the gun materials. This reduces and offsets the Sheriff’s Office operating costs. The Sheriff’s Office will budget for this revenue in FY 2024-25.
It is projected LSC Destruction LLC will come on site once a year yielding an estimated revenue share for the Sheriff's Office between $2,000 - $6,000 annually.
ALTERNATIVES
The Board could choose to direct staff to find alternative vendors which could forego the revenue generated from this agreement.
