;Title
Chief Administrative Office recommending the Board consider the following:
1) Adoption of Trail Safety and Courtesy Guidelines from the Parks and Recreation Commission; and
2) Provide direction regarding signage or pavement markings.
Body
Background
Use of the El Dorado Trail is increasing every day. With this increased use, there is a need for education. The Trails Advisory Committee (TAC) has been working on Trail Safety and Courtesy Guidelines which if approved will be posted at the kiosk or painted on the pavement to begin educating the public on proper use and behavior. Some guidelines are common sense but they are not posted and we need to remind users. Some guidelines are not as simple, such as walking on the left and riding on the right which is controversial. The TAC spent a year reviewing these guidelines, researching and discussing the approach. The TAC presented its recommendations to the Parks and Recreation Commission on August 16, 2012. The Commission adopted the Trail Safety and Courtesy Guidelines and recommends adoption by the Board of Supervisors.
Kevin Ralphs is interested in this project for his Eagle Scout Project and is currently working with the TAC on the project scope. After your decision today he will define his project and make a final presentation to the TAC.
Reason for Recommendation
This item is before the Board to get direction and to begin the educational efforts needed on the trail.
Action(s) to be taken following Board approval
1. Kevin Ralphs will begin his Eagle Scout Project.
2. Signs will be posted at the kiosks.
3. The Trails Advisory Committee will put together an educational campaign to spread the Trail Guidelines and Courtesy to the public.
