Chief Administrative Office, Parks Division, recommending the Board:
1) Make a determination that food trucks are needed and appropriate on County property and authorize a Request for Proposals for food truck vending activities on County property at Henningsen Lotus Park and Chili Bar Put In; and
2) Authorize the Purchasing Agent to negotiate and sign food truck vendor license agreements with the top-ranked respondents resulting from the Request for Proposals contingent upon review and approval by County Counsel and Risk Management.
FUNDING: Food Truck Vendor License Revenue.

DISCUSSION / BACKGROUND
There is an interest in allowing food trucks on County property to serve visitors at Henningsen Lotus Park and Chili Bar Put In. The Request for Proposals (RFP) includes the option of expanding services to other El Dorado County park locations, however, the initial intent is to provide services to these two locations. Pursuant to County Ordinance Chapter 5.10 - County Property Vending Licenses, a competitive process for food truck vendors must be utilized to award license agreements with the top-ranked respondents before allowing food trucks to conduct business on County property.
A draft RFP is included with this item for the Board's review, which includes a draft license agreement that would be negotiated with each of the top-ranked respondents. With your Board's approval of this request, Procurement and Contracts staff will conduct the competitive process and facilitate the evaluations for this RFP and the Purchasing Agent will have the authority to sign the resulting license agreements with the top-ranked respondents.
ALTERNATIVES
The Board could find that food trucks are not needed nor appropriate for conducting business on County property and the RFP would not be conducted.
