Department of Transportation recommending the Board authorize the Chair to sign Resolution 163-2012 stating that the County supports the assurances of the California Tahoe Conservancy Soil Erosion Control Grants Program (Program); the County agrees to implement the projects in a manner consistent with the Program’s objectives; the County agrees to manage and maintain the projects over their 20 year life; and the County supports the request to the California Tahoe Conservancy (CTC) for site improvement grant funding for proposed work within the Golden Bear Erosion Control, County Service Area (CSA) No. 5 Erosion Control, and Forest View Water Quality Projects in the Lake Tahoe’s West and South Shore areas.

Fiscal Impact/Change to Net County Cost
There is no change to net County Costs associated with this agenda item within this 2012/2013 Fiscal Year. The three project expenses associated with the grant funding from the CTC, once received, will be programmed within the 2013 Capital Improvement Program. The twenty year maintenance obligation might impact the future County Road Fund with respect to maintaining the capital improvements funded by the CTC Grant Program. There are current maintenance costs associated with maintaining the existing County Maintained Roadway aging infrastructure within the three CTC Grant projects. Therefore, the CTC Grant funds will assist with the capital replacement costs, potentially reduce the routine maintenance efforts associated with the existing aging infrastructure, and will further assist the County in complying with the National Pollution Discharge Elimination System Permit requirements.
