RECOMMENDED ACTION:  Approve.

Reason for Recommendation:  Penal Code Section 597.1 requires Animal Control to seek the appropriate care and treatment for ill animals in their possession.   In May of 2006, the Public Health Department's Animal Control Division took possession of a horse that became ill as a result of neglect. The horse was initially treated by Foothill Mobile Vet.  The horse did not respond to treatment and was ultimately transferred to Loomis Basin Veterinary Hospital in Loomis, California to undergo surgery.  
 
The Public Health Department has received an invoice for the care and treatment of the horse in the amount of $14,135.00.  The total cost exceeds the Purchasing Agent's signature authority; therefore, your Board is requested to authorize the Purchasing Agent to issue and execute a confirming purchase order to Loomis Basin Equine Medical Center to pay for the outstanding invoice.
