The El Dorado County Parks and Recreation Commission recommending the Board consider the following:
1) Approve and authorize the Chair to sign Resolution 053-2014 to dissolve the El Dorado County Trails Advisory Committee as a subcommittee of the Parks and Recreation Commission and thereby rescind Resolution 58-96; and
2) Dissolve the El Dorado County Sacramento-Placerville Transportation Corridor Oversight Committee, a subcommittee of the Trails Advisory Committee.

Background
The current Trails Advisory Committee was established by the Board of Supervisors (BOS) with in 1989 with Resolution 302-89, and later amended with Resolution 58-96 in 1996. The Trails Advisory Committee (TAC), as directed by the resolution, is a sub-committee of the Parks and Recreation Commission (PRC). The TAC acts as a standing forum for issues involving El Dorado trails and bikeways.
The Board created the Sacramento-Placerville Transportation Corridor Oversight on August 16, 2011. Staff returned to the BOS in September with a list of 7 proposed committee members that represented a cross section of interested parties, which included three (3) representatives from TAC, two (2) representatives from the rail road and two (2) property owners. This committee was directed to report directly to TAC.
At a PRC Special Meeting on January 30, 2014, the PRC received: 1) presentations from the TAC and SPTC on their roles and responsibilities; 2) a staff report from Parks Manager; and 3) were requested to provide recommendations to the Board on the future roles and structure of these two committees. The PRC voted to continue this item.
The PRC held a Special Meeting on February 18, 2014, at which time the PRC revisited this item and after receiving public comments, the PRC voted to recommend that the SPTC be dissolved and to continue the discussion on the status of TAC.
