Department of Human Services recommending the Board adopt a Resolution authorizing the Chair to sign Agreement 11B-5708 with the California Department of Community Services and Development (CSD), in the amount of $472,096 for the provision of Low-Income Home Energy Assistance Program (LIHEAP) services to eligible residents of El Dorado and Alpine counties during the term January 1, 2011 through March 31, 2012. The Resolution further authorizes the Director of Human Services, or successor, to sign required fiscal and programmatic reports and to execute subsequent documents relating to said Agreement, including one or more amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the dollar amount or the term.

The grant allocation of federal funds covers all costs associated with provision of LIHEAP services. El Dorado County has received this LIHEAP grant allocation since the early 1980’s, and this revenue source is expected to continue.
Reason for Recommendation:
LIHEAP services have historically been in great demand, and high energy costs render them even more critical to the many frail, vulnerable residents on fixed incomes. Agreement 11B-5708 allocates $185,462 for provision of Weatherization services and $286,634 for provision of Energy Assistance services for eligible residents of El Dorado and Alpine Counties during the agreement period of January 1, 2011 through March 31, 2012. Upon execution, the agreement is retroactive to January 1, 2011. It was received from the State on February 18, 2011, and processing was expedited.
