DISCUSSION / BACKGROUND

On September 30, 2025, the Board approved a request to paint a commemorative mural in memory of Giada Lancellotti on the Tahoe Paradise Park Bridge. At that time, the Board also directed staff to develop a comprehensive policy governing the naming of County bridges and other public infrastructure, as well as the placement of public art on County-owned facilities.

 

Following preliminary research, staff recommends that the Board establish a temporary moratorium on new requests for naming County infrastructure or installing public art on County property until a formal policy is developed and approved. This moratorium will not impact the previously approved mural on the Tahoe Paradise Park Bridge or requests that comply with Board Policy F-1, “ Naming and Renaming of County-Owned Buildings”, but will allow staff the necessary time to ensure future requests are evaluated under a consistent, transparent, and sound framework.

 

ALTERNATIVES

The Board could choose not to approve the moratorium.
