Title: Health Services Department recommending the Board authorize the Chair to sign Agreement 018-125-P-E2010 with California Forensic Medical Group for the term July 1, 2010 through June 30, 2013, for medical services in the two (2) adult detention facilities, the Juvenile Hall and the Juvenile Treatment Center; the total not-to-exceed amount for fiscal year (FY 2010-11) is $2,743,845.26 and includes base rates for adult and juvenile facilities, reimbursement for use of the Contractor’s PPO plan (used to obtain discounted rates when reimbursing physician fees during hospitalizations), and any per diem payments should the average daily population exceed the maximum specified by the Agreement. Fiscal Impact/Change to Net County Cost: Funding for the contract is included in the FY 2010-11 Recommended Budget. The contract administered by Public Health and funded from a General Fund contribution to Public Health for these costs.

Compensation Terms: The adult and juvenile base amounts are invoiced in twelve (12) equal monthly invoices that are to be paid within forty-five (45) days of receipt and approval of invoice. The amount is adjusted on July 1st of each fiscal year following the first year of this Agreement, by the percentage increase of the medical index of the CPI-u San Francisco-Oakland Region from February to February. CFMG is liable for the first $20,000 of expenses incurred with each hospitalization and the County is responsible for the balance.
