Title
Chief Administrative Office, Facilities Division, and Health and Human Services Agency, recommending the Board authorize the Chief Administrative Officer, or designee, to enter into negotiations with the owner(s), or their designated representative, regarding:
1) The potential lease of Assessor’s Parcel Numbers (APNs) 048-350-018-000 and 048-350-020-000 located at 1940 Broadway and 1970 Broadway, Placerville for a short-term non-congregate homeless shelter; and
2) The potential lease or sale of APN 323-450-13-100 located at 471 Pierroz Road, (actual address is 2820 Cold Springs Road, Placerville) to operate as a long term Navigation Center.
FUNDING: State and Federal grant funds including but may not be limited to Emergency Services Grants - Coronavirus (ESG-CV); Homeless Housing, Assistance and Prevention; Community Development Block Grant program - Coronavirus Response.

DISCUSSION / BACKGROUND
On Tuesday, April 19, 2022, the Board of Supervisors received a presentation from Health and Human Services regarding various options for short-term and long-term homeless shelters. The Board directed staff to pursue two short-term project sites, 1940 & 1970 Broadway for a non-congregate shelter and Perks Court for a short-term congregate shelter site. The Board also directed staff to pursue Perks Court for a longer-term Navigation Center in addition to working with the City of Placerville to explore the feasibility of 471 Pierroz Road.
Staff are requesting Board authorization to begin negotiations on the Broadway and Pierroz Road properties. The County currently owns Perks Court, so there is no need for Board authorization for any negotiations for that site.
ALTERNATIVES
The Board could choose not to enter into negotiations.
