DISCUSSION / BACKGROUND
The proposed Library and Museum Behavior Policy and Suspension Notice Appeal form will support staff in maintaining a welcoming environment at all Library and Museum locations by clearly stating behavior expectations, potential consequences, and their processes.

Many public libraries and museums have a behavior policy in place. The proposed behavior policy was developed by researching library policies across the United States. This included rural, suburban, and urban library systems. El Dorado County Library and Historical Museum site supervisors, El Dorado County Library Commission, and Sheriff Security Officers that monitor the Placerville Library provided input, review, and approval.

The Library Department is seeking Board approval of the new Board Policy F-3 El Dorado County Library and Museum Behavior Policy as the policy could limit the activities of the public on County facilities, including reporting a suspended patron for trespassing. The policy would go into effect after Board approval and has a proposed review date June 30, 2026.

ALTERNATIVES
The Board could choose not to approve the Library and Museum Behavior Policy and Suspension Notice Appeal form.

OTHER DEPARTMENT / AGENCY INVOLVEMENT
County Council has reviewed the Policy. All department heads had a chance to review the policy and provide input.
