Title: Sheriff’s Office recommending the Board: 1) Make findings in accordance with Ordinance 3.13.030(B) that the services provided by the Contractor are in the best interest of the public and specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work; 2) Approve and authorize the Chair to sign retroactive Agreement 9665 with John Alan Foster, Ph.D. for as needed pre-employment psychological and post-employment "fitness for duty" psychological examinations in the amount of $15,000 for a term of three years beginning retroactively March 1, 2025 through February 28, 2028; and 3) Authorize the Purchasing Agent to execute future amendments to Agreement 9665 that do not alter the total amount or the term, contingent upon approval by County Counsel and Risk Management. DISCUSSION / BACKGROUND
The use of psychological evaluations is a critical component of the El Dorado County Sheriff's Office hiring and personnel management process, particularly for positions that involve public safety and high stress. Pre-employment psychological screenings help determine a candidate’s suitability, sound judgment, and reliability. Additionally, fitness-for-duty psychological evaluations are sometimes required for current employees who have experienced personal or professional challenges that could impact their ability to perform essential job duties. These evaluations serve as an objective measure to determine whether an employee is mentally fit to safely and effectively return to work.

Due to service continuity needs and scheduling constraints, services were rendered by John Alan Foster prior to the execution of a formal agreement. This retroactive agreement will cover services rendered from March 1, 2025 through February 28, 2028.
