Background
Per the stipulations of Z08-0031/PD08-0019/TM08-1479/Serrano, as approved by the Board of Supervisors on April 13, 2010 and included in the Public Facilities Financing Plan (PFFP) and Community Facilities District (CFD), Conditions of Approval were placed on project developer, Serrano Associates, LLC (Parker Development Co.) (Developer) regarding constructing the new Sienna Ridge Road connection to Serrano Parkway and Bass Lake Road. In order for the Developer to obtain reimbursement for road and infrastructure development under the Mello-Roos Community Facilities Act and CFD, the completed roadway must be offered to and accepted by the County. Therefore, the Developer is presenting the following Irrevocable Offers of Dedication for Road Right of Way (APN# 123-570-02), in fee, and Grants of Public Utility Easements (APN# 123-570-01 & 123-570-03) to be accepted by the County.
Reason for Recommendation
Transportation recommends the Board approve the Resolution to Accept Irrevocable Offers of Dedication of Road Right of Way, in fee, and Public Utility Easements which will complete the Developers required dedications. It is the County’s intention to accept Sienna Ridge Road into the Roadway and Maintenance system as part of the agreement and obligation with the CFD.
