Payments to First 5 El Dorado are made in arrears, subsequent to County receipt of payment from the State, and are based entirely on reported eligible activities. $50,000 is included in the FY 2009-10 County Budget, an amount based on estimated FY 2008-09 activity levels.

Reason for Recommendation:
The California Department of Health Care Services (DHCS) is responsible for administering the California Medi-Cal Assistance Program, of which Medi-Cal Administrative Activities (MAA) is a component. The State is required to enter into cooperative arrangements with local government agencies (LGA's) to ensure the appropriate administration of the MAA Program, and the LGA (El Dorado County) may claim federal Medicaid matching funds for assisting the State in the proper and efficient administration of the Medi-Cal Program. The Department of Human Services is responsible for coordination of the MAA Program within El Dorado County and invoices DHCS for eligible MAA activities performed and reported.
