Human Resources Department recommending the Board:
1) Appoint Tiffany Schmid to the position of Chief Administrative Officer, effective July 1, 2023, at Step 4 of the salary range (approximate annual salary of $279,406.44); and
2) Approve and authorize the Chair to sign the Memorandum of Agreement between the County of El Dorado and Tiffany Schmid with the effective date of July 1, 2023.

DISCUSSION / BACKGROUND
An open, competitive recruitment was conducted in July 2022, to fill the pending vacancy of the incumbent Chief Administrative Officer, Don Ashton. That recruitment yielded three (3) candidates for the Board of Supervisors' consideration. During that recruitment Human Resources enlisted the assistance of various county and community stakeholders to participate in an exhaustive and thorough screening process.
In October 2022, at the request of the Board of Supervisors, a second recruitment was initiated to broaden the candidate pool. For this second recruitment, Human Resources utilized The Prothman Company (Prothman), an outside executive search firm, to conduct a nationwide search for a successor Chief Administrative Officer. That recruitment yielded thirteen qualified applicants. The application materials submitted by the candidates were reviewed and the top four candidates were invited to participate in hiring interviews. Upon invitation to the hiring interview, two of the four candidates withdrew from the recruitment. While the second recruitment was in progress Human Resources maintained contact with the three eligible candidates from the first recruitment. Two of the previous candidates subsequently withdrew from the process to pursue other opportunities. Human Resources again assembled the County and Community stakeholders for similar interviews to the first recruitment, except for a few panelists that were unavailable due to scheduling conflicts.
