DISCUSSION / BACKGROUND
California Penal Code Part 6. Control of Deadly Weapons, Title 4. Firearms, Division 11. Firearm in Custody of Court or Law Enforcement Agency or Similar Situation allows for EDSO to destroy firearms. Periodically, EDSO takes firearms in our custody from adjudicated cases, abandoned property or unclaimed property to Schnitzer Steel Industries to be destroyed. EDSO Evidence staff loads up the firearms and drives them down to Schnitzer Steel Industries for destruction. Staff witnesses the destruction to ensure the process was done properly. EDSO does not receive any proceeds from destroying firearms at Schnitzer Steel Industries. With this contract, the vendor comes on site and destroys the firearms providing the same service and shares the proceeds from the scrapping of the gun materials. The Sheriff’s Office has the ability to receive additional revenue through the salvage value of old, unused firearms which can offset operating costs. LSC Destruction LLC is experienced and willing to provide onsite services to destroy and remove the firearms and the Sheriff’s Office will receive a share of the proceeds of the salvaged material sold in the open market. This arrangement will save staff time and provide EDSO with revenues. If this item passes, EDSO plans to budget for this revenue in FY 2021/22.
It is projected LSC Destruction LLC will come on site six to eight times a year yielding an estimated revenue share for the Sheriff's Office of $10,000 annually.
