Background
On January 22, 2014 Assemblymember Marc Levine (D-San Rafael) introduced AB 1537 in the state Assembly. The bill refines the definition of "suburban" for purposes of county default housing density. Under current law, a county's default density is determined by a formula which is partly dependent on the population of the Metropolitan Statistical Area where the county is located. AB 1537 adjusts the designations for counties in a Metropolitan Statistical Area of 2,000,000 or more and a population of less than 400,000 from "metropolitan" to "suburban" as well as cities within those counties with populations between 25,000 and 100,000 for the purpose of default density housing. Ostensibly written to benefit Marin county, the bill would affect three other counties including El Dorado, Placer, and Yolo.
