Sheriff's Office recommending the Board:
1) Approve and ratify the Sheriff’s signature on the extension letter request dated February 15, 2017, to Public Communication Service, Inc. retroactively requesting the continuation of Agreement 643-O1311 on a monthly basis to provide inmate phone systems in the jails; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement 643-O1311, including future extension requests, termination notices and Amendments contingent upon approval by County Counsel and Risk Management.
FUNDING: Non-General Fund - Inmate Welfare Trust Fund.

The Sheriff's Office recommends the Board ratify the Sheriff’s signature and approve the extension letter as well as authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement 643-O1311.
DISCUSSION / BACKGROUND
On May 13, 2003, the Board approved an Agreement with PCS to provide inmate phone services for the Sheriff's Office.
On June 16, 2015, the Board approved contract #643-O1311 with the term of May 16, 2013 through May 15, 2016. Due to the multiple rules and regulation changes mandated by the (FCC) regarding rates and commissions that can be charged for inmate calls by the FCC throughout the term of contract #643-O1311, the negotiations with (PCS) took an extended period of time, therefore the contract was retroactive.
On August 30, 2016, the Board approved Amendment I to extend the term through January 31, 2017 and to adjust the compensation for services in order to be in compliance with Federal Communications Commission Regulations.
The Sheriff is working with Procurement and Contracts on a Request for Proposals for these services, originally it was anticipated that the process would be complete prior to the expiration of this agreement, but unfortunately the RFP process is not complete and an extension of Contract 643-O1311 is needed.
