DISCUSSION / BACKGROUND
The California Department of Transportation (Caltrans) is proposing a project in El Dorado County to rehabilitate pavement and drainage systems, upgrade facilities to Americans with Disabilities Act (ADA) standards, and replace Transportation Management Systems (TMS) elements. The County's property, located at 3368 Lake Tahoe Boulevard, is within the project area and a portion of the property, identified as Parcel No. 38920-1, is needed for the State’s project. The property consists of a total of 45,738 square feet and Caltrans is interested in acquiring 68 square feet for a Temporary Construction Easement (TCE) needed to reconstruct a curb ramp.

The term for Caltrans' possession and use of the TCE will be for a period of 32 months commencing on April 16, 2026, and terminating on December 1, 2028. If the parcel is no longer necessary for construction purposes, the agreement may be terminated early by Caltrans upon written notice to the County.

The State is offering to pay the County $3,500 which includes $2,500 in Fair Market Value Just Compensation plus a $1,000 Incentive Payment if the agreement is signed by May 4, 2025. The State will pay all escrow and recording fees, interest, notary fees, and related miscellaneous expenses incurred in this transaction.

ALTERNATIVES
The Board could deny the State the temporary construction easement, resulting in inadequate infrastructure at this site.
