El Dorado County Air Quality Management District recommending the Board, acting as the Air Quality Management Board of Directors, adopt and authorize the Chair to sign Resolution 102-2024 authorizing Air Pollution Control Officer to:
1) Execute grant agreement G23-EIDG-07 accepting funding from the California Air Resources Board (CARB) in the amount of $8,583.00 for a term upon execution through May 1, 2025 for the implementation of Assembly Bill 197 (AB197) to review and update stationary source emissions data in the California Emissions Inventory Development and Reporting System, subject to approval of County Counsel and Risk Management;
2) Execute any future grants, amendments or funding agreements with CARB and other necessary actions to receive additional funding to support the implementation of AB197 through December 31, 2029; and
3) Implement and expend the funds in accordance with agreement G23-EIDG-07, AB197 and CARB requirements.

DISCUSSION / BACKGROUND
AB 197 added two members of the Legislature to the CARB governing board and established the Emission Inventory District Grant Program (EIDG). The EIDG program includes requirements that air districts must review and update their stationary source information in the California Inventory Development and Reporting System (CIEDARS) database. AQMD must review, verify and update the annual criteria and toxic pollutants emissions data for facilities with significant prioritization scores, cancer risk scores and/or acute/chronic indexes. AQMD must review the operational status of each facility currently in the database and remove those that are inactive or closed. AQMD must also determine whether any facilities should be added to the database and, if so, obtain, calculate and upload required information.
