DISCUSSION / BACKGROUND
AB 197 added two members of the Legislature to the CARB governing board and established the Emission Inventory District Grant Program (EIDG). The EIDG program includes requirements that air districts must review and update their stationary source information in the California Inventory Development and Reporting System (CIEDARS) database. AQMD must review, verify and update the annual criteria and toxic pollutants emissions data for facilities with significant prioritization scores, cancer risk scores and/or acute/chronic indexes. AQMD must review the operational status of each facility currently in the database and remove those that are inactive or closed. AQMD must also determine whether any facilities should be added to the database and, if so, obtain, calculate and upload required information.
