Clerk of the Board in conjunction with Supervisor Thomas and based upon the recommendation of the Diamond Springs and El Dorado Community Advisory Committee recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 124-2024, thereby rescinding prior Resolution 015-2015 from January 27, 2015 (Legistar Item 15-0107); and
2) Approve the proposed Bylaws for the Diamond Springs and El Dorado Community Advisory Committee.

DISCUSSION / BACKGROUND
The Resolution shown in Attachment A is being recommended for approval by the Board. The Resolution was approved by the Diamond Springs and El Dorado Community Advisory Committee on November 16, 2023. The Resolution was submitted to County Counsel for review.
The attached Bylaws as shown in Attachment D are being recommended for approval by the Board. The Bylaws were discussed and recommendations were made by the Diamond Springs and El Dorado Community Advisory Committee. The Bylaws shown in Attachment D were approved by the Diamond Springs and El Dorado Community Advisory Committee on January 18, 2024. The Bylaws were submitted to County Counsel for review.
A summary of the changes to the Resolution is listed below:
1) Paragraph three was changed to add the language "land use designations and zoning for the 2004 General Plan and the Diamond Springs/El Dorado Area Plan (1979)".
2) Paragraph 5 was changed to add the language "and enhanced community character".
3) Paragraph 7 was changed to add the language "In 2015 the Board of Supervisors approved Resolution No. 015-2015 which expanded the membership boundary".
4) Paragraph 8 was changed to add the language "update the Area of Responsibility section to better align with current planning best practices and update meeting criteria."
5) Section 1. Area of Responsibility: was changed to add the language "Area of Responsibility shall be limited to".
