2)Approve the Introduction (First Reading) of Ordinance 5257 repealing Ordinance 4551, Article VI entitled Historical Museum Commission, Sections 2.20.350 et. seq.;
3) Waive full reading of the Ordinance, read by title only, and continue this matter to April 21, 2026, for Final Passage (Second Reading); and
4) Approve and authorize the Chair to sign Resolution 063-2026 to replace the ordinance establishing the Historical Museum Commission and establish bylaws to govern the Commission.

DISCUSSION / BACKGROUND
On October 21, 2025 (Legistar file 25-0847), the Board provided conceptual approval to repeal County Ordinance Code 4551, Title 2, Article VI entitled Historical Museum Commission, Sections 2.20.350-2.20.440, and replace the ordinance with a resolution establishing the Historical Museum Commission and Bylaws to govern the Commission.
The Historical Museum Commission was established by Ordinance 4551 to assist the County in maintaining a vision and subsequent goals for the County Museum; to encourage opportunities for County residents to become involved in the historic interpretation and presentation of historical artifacts and documents important to the County.
Since the Board granted conceptual approval in October 2025, the Historical Museum Commission has reviewed and provided input on draft revisions to repeal Ordinance 4551 and to establish a Resolution and Bylaws to govern the Commission. After incorporating the Commission’s feedback, County Counsel reviewed the drafts, suggested additional edits, and those changes were included in the final Resolution.
Pursuant to Board Policy A-3, repealing an ordinance requires using the same process used in the initial adoption or subsequent amendment and shall be in accordance with State Law.
