DISCUSSION / BACKGROUND
On January 5, 2016, the Board of Supervisors adopted and authorized the Chair to sign Resolution 002-2016 (File 16-0003, #16), permitting the Health and Human Services Agency (HHSA) Director, the Chief Probation Officer, and the Sheriff to support “Stepping Up,” a nationwide initiative with the goal of reducing the number of inmates with mental illness in county jails.

Since May 16, 2019, O’Connell Research (O’Connell) has been providing research to assess the prevalence and outcomes of those with behavioral health needs, as well as developing analytics and data driven solutions for addressing the needs as part of the grant award for Stepping Up.

On December 13, 2022, the Board approved Amendment I to O’Connell’s Agreement 6304 (Agreement) (Item 22-1193). The Bureau of Justice Assistance approved a Grant Adjustment Modification to reallocate funding and extend the grant period to April 30, 2023, for the Justice Mental Health Collaboration Program (JMHCP) Grant to cover remaining charges expected to be incurred through the agreement term, for the provision of providing continued research to assess the prevalence and outcomes of those with behavioral health needs, as well as developing analytics and data driven solutions for addressing those needs.
