DISCUSSION / BACKGROUND
The annual report is a requirement of Resolution 024-2023. Annually the Measure S Citizen's Oversight Committee (Committee) will prepare a report relating to the previous Fiscal Year revenues and expenditures of tax funds. The Committee's responsibility is to review revenue generated by the Transient Occupancy Tax (TOT) Measure S funds and ensure the expenditures are enhancing, not supplanting, the annual funding budgeted for snow removal and maintenance of El Dorado County's existing roads in the unincorporated portion of the Tahoe Area. The Committee is advisory only and does not have authority to approve expenditure of Measure S funds. However, the Department of Transportation (Transportation) has listened to the community's concerns, which aligns with Transportation's goals as well.
