Central Fiscal, a division of the Chief Administrative Office, recommending the Board adopt and authorize the Chair to sign Resolution 028-2026 to add 1.0 FTE Limited Term Administrative Analyst I/II allocation to the Chief Administrative Office to support the administration of the Bond Behavioral Health Continuum Infrastructure Program (Bond BHCIP) program.

DISCUSSION / BACKGROUND
On January 13, 2026, the Board approved the Health and Human Services, Behavioral Health Division’s Support, Outreach, Accessibility, and Resilience (SOAR) Project, and associated Program Funding Agreement (Legistar file 25-1861). The Program Funding Agreement is for $24 million in funding from the California Department of Health Care Service through the Bond Behavioral Health Continuum Infrastructure Program (Bond BHCIP) program. The project funded by Bond BHCIP will be managed by the Facilities Division of the Chief Administrative Office, with the financial and administrative support provided by the Central Fiscal Division.
In order to comply with the administrative and financial requirements, the Central Fiscal division is requesting the addition of 1.0 FTE Limited Term Administrative Analyst I/II. This position will be assigned the financial management, budgeting, accounting, and reporting associated with this project. The estimated workload cannot be absorbed by existing staff without impacts to other services.
The limited term position will be funded by Bond BHCIP grant funds and have a term through the end of the Funding Agreement or project completion, currently estimated to be 2030.
ALTERNATIVES
The Board could choose not to approve the new allocation. Without the addition of this position, the Central Fiscal Division would need to absorb the assignment with current staff, resulting in delays in other grant reporting for multiple departments and the potential of missing crucial financial deadlines.
