1) Appoint Jessica Fowler to the position of Agricultural Commissioner and Sealer of Weights and Measures, effective August 8, 2026, at Step 2 of the salary range (annual salary of $149,052.84); and
2) End the Acting assignment and restore Corrie Larsen to her prior classification of Assistant Agricultural Commissioner and Sealer of Weights and Measures, effective August 8, 2026.

DISCUSSION / BACKGROUND
The Human Resources Department recommends appointing Jessica Fowler as Agricultural Commissioner and Sealer of Weights and Measures, effective August 8, 2026, following an open and competitive recruitment. Ms. Fowler currently serves as the Agricultural Commissioner and Director of Weights and Measures in Calaveras County, holds the required California Department of Food and Agriculture licensure, and brings broad experience across mandated agriculture and weights and measures programs.
To ensure continuity, this item returns Acting Agricultural Commissioner and Sealer of Weights and Measures, Corrie Larsen, to her Assistant Agricultural Commissioner and Sealer of Weights and Measures classification, effective August 8, 2026. Benefits and compensation will follow the Salary and Benefits Resolution for Unrepresented Employees.
ALTERNATIVES
If the Board does not appoint Jessica Fowler effective August 8, 2026, the Board may approve Corrie Larsen to continue serving as Acting Agricultural Commissioner and Sealer of Weights and Measures, to ensure department head coverage, until a permanent appointment is made.
