Human Services Department recommending the Board approve a revision to the El Dorado County SB 163 Wraparound Program Plan, incorporating minor changes that clarify operational roles and responsibilities; and authorize the Chairman to sign retroactive Memorandum of Understanding 018-M0910, the non-financial operational agreement that defines the roles of the four involved County departments and the Office of Education for administration and provision of SB 163 Wraparound Program services in accordance with the approved Plan during the term July 1, 2008 through June 30, 2011.
RECOMMENDED ACTION: Approve.
FUNDING: The SB 163 Wraparound Program is funded through an Allocation from the California Department of Social Services (40%), with General Fund Match (60%).

Fiscal Impact/Change to Net County Cost: No cost associated with the requested action. A separate financial MOU for provision of SB 163 Wraparound Program Services was executed by the directors of Human Services (DHS) and Mental Health (MHD) for a not to exceed amount of $660,000 during the three-year term of the MOU. The financial MOU #064-M0911 associated with administration of this program enables MHD to receive reimbursement from DHS for services provided up to a maximum of $660,000 during the 3-year term.
Background: In 2001 El Dorado County established an SB 163 Wraparound Program to provide community and family-based services to certain at-risk youth as an alternative to institutional care. The Wraparound Program utilizes State and County resources, normally used to fund institutional care, to develop and implement services designed to keep at-risk youth at home or in their home communities.
