Supervisor Baumann requests Board authorize Chairman to sign letter to Mary D. Nichols, Chair of the California Air Resources Board in respect to the recent release of the "Climate Change Draft Scoping Plan" discussion draft pursuant to the provisions contained in Assembly Bill 32 - The Global Warming Solutions Act of 2006 (Nunez, Chapter 488, Statutes of 2006).
 
There is significant concern statewide, including within the membership of the Regional Council of Rural Counties, that the document does not adequately address the serious issue of catastrophic wildfire.  Wildfire mitigation and prevention are vital to the Air Resources Board's success in meeting the goals set forth in Assembly Bill 32.  The letter urges the Air Resources Board to include in the Final Draft Scoping Plan a firm commitment by the state to join with local governments to advocate for enhanced management of USFS lands and for a program to quantify the wildfire emissions that could be avoided through better forest management practices.
