Title: Health Services Department, Mental Health Division, recommending the Board authorize the Chair to sign Agreement 231-S1111 with New Morning Youth and Family Services, Inc., in the amount of $1,350,000 for the term January 1, 2011 through June 30, 2012 to provide specialty mental health services for seriously emotionally disturbed minors on an as requested basis for said Department. Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Agreement.

Compensation for Services: Payments are made to Contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed on page 4 of the contract.

Contract Termination: This Agreement includes the County’s standard Fiscal Considerations termination language, as well as a provision for the County to terminate the Agreement without cause with seven (7) calendar days written notice.

Reason for Recommendation: New Morning Youth and Family Services, Inc., has been providing specialty mental health services to County youth for over eight (8) years. Specialty mental health services provided under this Agreement include assessments, case management, Therapeutic Behavioral Services, crisis intervention, as well as individual, group and family therapy. New Morning is a unique vendor in El Dorado County as it delivers services to students in County schools when needed.
