DISCUSSION / BACKGROUND
The Guidelines were first developed in 1985 and last updated February 10, 2015, to provide guidance regarding the creation, operations, and administration of Zones of Benefit (Zones) within a County Service Area (CSA). CSA Laws and County practices have evolved, resulting in the proposed revisions to the Guidelines and County Ordinance Code sections 3.30.020 and 3.30.030.

The Guidelines submitted for consideration include minor grammatical corrections and formatting improvements, updates related to current County processes, conformance with current CSA law, and reducing the allowable amount of funds that can be advanced from eighty-five percent (85%) to seventy-five percent (75%). In concert with the revised Guidelines, staff proposes revisions to the Zone of Benefit Advisory Committee Manual and the inclusion of bylaws to eliminate areas of confusion regarding appropriate meeting practices and promote a better understanding of the committees' purpose.

Additionally, the Department seeks conceptual approval of revisions to County Ordinance Code Title 3, Chapter 3.30, Charges for Miscellaneous Extended Services Fixed in County Service Areas - Collection on Tax Rolls.
