Probation Department recommending the Board:
1) Make findings in accordance with County Ordinance 3.13.030 that it is appropriate to contract with Rane Community Development, under Agreement 8884 because (B) specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work;
2) Approve and authorize the Chair to sign retroactive Agreement for Services 8884 with Rane Community Development, to provide meeting facilitation and consulting for the term of July 1, 2024, through June 30, 2027 with an amount not to exceed $78,716; and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 8884, including amendments which do not increase the amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: AB109 (Public Safety Realignment Act) (100%).

DISCUSSION / BACKGROUND
Since June 7, 2019, Rane Community Development (Rane) has been providing grant writing, meeting facilitation, and consulting to the Community Corrections Partnership (CCP).
The CCP approved their FY 2024-25 budget on February 16, 2024 (CCP Item 24-0352). Part of the CCP budget is Professional Services, which includes funding for Rane. The Board of Supervisors approved and accepted the CCP budget on June 25, 2024, with Legistar file 24-0395.
Rane’s previous agreement ended on June 30, 2024. Probation wishes to continue services with Rane for meeting facilitation and consulting and, to minimize downtime, desires to make Rane’s new agreement retroactively effective to July 1, 2024. A draft agreement was sent to the vendor on June 10, 2024, and the contract process was moved along as efficiently as possible, with a Board of Supervisors date scheduled as soon as practicable.
