Chief Administrative Office recommending the Board consider the Draft Board of Supervisors Responses to the 2025-26 Grand Jury Final Reports for Case 26-05, El Dorado County Code Compliance, A Study of Communication, Contracts, Code Enforcement, and Data Compliance and Case 26-06, Investigation of Charter Section 504 Executive Salary Linkage Practices, Efficiency, Equity and Governance, and take one of the following actions:
1) Direct staff to make changes and return to the Board with a final report(s) by August 25, 2026; or
2) Approve the report(s) as the Final Report(s) and authorize the Chief Administrative Office to submit them to the Presiding Judge.

DISCUSSION / BACKGROUND
The 2025-26 Grand Jury published two Final Reports which require a response from the Board of Supervisors:
1) Case 26-05, El Dorado County Code Compliance, A Study of Communication, Contracts, Code Enforcement, and Data Compliance, published on May 27, 2026; and
2) Case 26-06, Investigation of Charter Section 504 Executive Salary Linkage Practices, Efficiency, Equity and Governance, published on June 24, 2026.
In addition, the 2025-26 Grand Jury issued one Final Report for which the Board of Supervisors was invited, but not required, to respond to Findings 8-9 and Recommendations 8-9:
1) Case 26-04, Mosquito Fire Protection District, Serving the Community, published on June 10, 2026;
As a response is not required in regard to Case 26-04, the County defers to the Mosquito Fire Protection District to respond.
Under the California Penal Code section 933 (c), the Board of Supervisors must provide a response to the Presiding Judge of the Superior Court within 90 days of the date that a Final Report is made available to the public. The response to Case 26-05 is due by August 25, 2026, and the response to Case 26-06 is due by September 22, 2026. The proposed responses are therefore being submitted to the Board for approval.
