Title
Transportation Department Director requesting authorization to submit an Assembly Bill 3090 STIP Amendment Request to the El Dorado County Transportation Commission for the programming of the Missouri Flat Road Interchange Improvements Phase 1B Project in the 2006 STIP; said request will:
1) Identify 2004 General Plan Traffic Impact Mitigation Program (TIM) Fees as the local funds available to advance the Plans, Specifications and Estimate (PS&E) and Right-of-Way (ROW) portions of the Phase1B Project;
2) Identify the $2.575 million currently programmed for PS&E and ROW phases in the 2007/2008 and 2008/2009 fiscal year STIP to be reprogrammed to the Construction phase of the project in the 2008/2009 fiscal year STIP; and
3) Request the EDCTC continue to commit to program the current STIP shares, and future shares as they become available to the Missouri Flat Road Interchange Improvement Project until the current project scope is completed.
RECOMMENDED ACTION: Approve.

Fiscal Impact/Change to Net County Cost:
The proposed action does not change the amount of the STIP funding for Phase 1B but instead results in a timing change for the allocation of those funds where the monies will be provided during the construction phase versus the earlier planning and design phases of the project. As a result, the 2004 General Plan Highway 50 TIM will absorb early soft costs with STIP monies funding the construction costs.
There is no net cost to the County General Fund associated with this agenda item.
