DISCUSSION / BACKGROUND
The purpose of Board Policy H-3, Consent Calendar, is to provide clear guidance to the Board, County staff, and the public regarding the appropriate use of the Consent Calendar on Board of Supervisors meeting agendas.
On September 26, 2023, the Board discussed the need for a formal policy governing the use of the Consent Calendar. At that time, no such policy existed. Subsequently, on November 18, 2025, the Board revisited the topic and provided direction to staff to revise the draft policy to reflect current practices and expectations. Following that meeting, the draft policy was circulated to all Department Heads for review and input. Feedback received from Departments was incorporated into the current version of the policy and adopted by the Board on December 5, 2023 (Legistar file 23-2000).
The updated policy presented with this item was developed collaboratively by the Clerk of the Board and the Chief Administrative Office, with input from Department Heads, based on the Board's direction on November 18, 2025 (Legistar file 25-1864), where the Board directed staff to implement changes to the regular Board meeting format, including changes to Board Policy H-3, Consent Calendar. County Counsel has reviewed the policy to ensure compliance with applicable laws and regulations.

The Board may direct amendments to the proposed policy or opt not to adopt the amended policy.
