DISCUSSION / BACKGROUND
Board Policy A-3 on Ordinances requires that proposals for new ordinances and ordinance amendments shall first be presented to the Board for conceptual review and authorization.

On June 24, 2025, your Board provided conceptual approval to amend County Ordinance Code 4594, Title 5, Chapter 5.48 Streams and Rivers Commercial Boating, as part of the effort to update the El Dorado County River Management Plan.

In addition to Chapter 5.48, the Parks Division is recommending conceptual approval to amend County Ordinance Code 4596, Title 5, Chapter 5.50 Specific Use Regulations for the South Fork of the American River, Sections 5.50.020 and 5.50.090; and County Ordinance Code 3742, Title 12, Chapter 12.64, Section 12.64.070 Use of Personal Flotation Devices Required.

The River Management Plan (RMP) focuses on whitewater recreation on the County’s managed 20.7-mile segment of the South Fork of the American River between the Chili Bar Dam, adjacent to State Highway 193, and the Salmon Falls Bridge at the upper extent of the Folsom Lake State Recreation Area. The RMP requires annual review and a periodic update and review process to incorporate adaptive management and program improvements. Changes to the Specific Use Regulations ordinances will be developed in concert with changes to the RMP.
