DISCUSSION / BACKGROUND
On December 12, 2023, AQMD presented the results of a request for proposals (RFP) for potential AB2766 funding eligible projects for calendar years 2024 and 2025 and the Board approved six (6) projects, including one project to install a remote teleconference system at the Cameron Park Community Services District's (CPCSD) Community Center. The CPCSD holds over 100 meetings a year, and this system would allow residents, consultants, and staff participate remotely which would achieve a reduction in motor vehicle emissions.

The approved project was awarded a grant of AB2766 funding in the amount of $32,243 based on the original proposal from CPCSD, and was ranked as the project with the best cost effectiveness. CPCSD committed to providing a project match of $8,060. The proposal was to purchase the teleconferencing equipment from one vendor and have the equipment installed by a separate contractor. Funding Agreement #8353 (Funding Agreement) was drafted based on Board direction, County Counsel and Risk Management approved the draft, and the Funding Agreement was executed by AQMD and CPCSD on January 1, 2024. After the Funding Agreement was executed, CPCSD had to change course as they could not identify a contractor that would install equipment procured from an outside vendor.
