DISCUSSION / BACKGROUND
The Coronavirus Aid, Relief, and Economic Security (CARES) Act (H.R. 748, Public Law 116-136), signed into law by President Trump on March 27, 2020, includes $10 billion in funds to be awarded as economic relief to eligible United States airports affected by the COVID-19 pandemic; more than 3,000 airports are designated to receive funds. The CARES Act provides support for continuing airport operations for airports that are part of the national airport system, including public-owned general aviation airports such as the Placerville and Georgetown Airports. These funds are intended to keep airports operating reliably and safely to serve the aviation industry, the traveling public, and to provide support for the national economy. Additionally, funds are intended to keep airport and aviation workers employed, and help keep airport credit ratings stable. Funds may be used for any purpose for which airport revenues may lawfully be used, following the Federal Aviation Administration’s (FAA) Policy and Procedures Concerning the Use of Airport Revenue Policy (Revenue-Use Policy). Grants are subject to audit to prevent improper payments.
