HEARING - To consider an appeal (DR-A26-0003) received from Bill Wilde appealing the Planning Commission’s April 23, 2026, denial of DR-A260002 (Bill Wilde) appealing the approval of Design Review Permit DR24-0010/Business Drive Open Storage Lot submitted by Jim Dillingham, D&Z Structural Engineering to allow temporary construction-material storage.

Staff recommending the Board take the following action:
Uphold the Planning Commission approval of DR24-0010/Business Drive Open Storage Lot (deny appeal DR-A26-0003), based on the Findings of Approval (Attachment D) and subject to the Conditions of Approval as modified by the Planning Commission at the April 23, 2026 hearing, and as may be modified by the Board.
FUNDING: Privately funded appeal for applicant-funded project.

DISCUSSION / BACKGROUND
On February 23, 2026, Design Review Permit DR24-0010/Business Drive Open Storage Lot received a Director-level approval. DR24-0010 is on property identified by Assessor’s Parcel Number 109-480-027, a 4.48-acre property zoned Industrial Light (IL), located adjacent to Shingle Lime Mine Road at the western edge of the Barnett Business Park, in the Shingle Springs Community Region. The approval was followed by a 10-working day appeal period.
On March 5, 2026, an appeal to the approved Design Review Permit was received from Bill Wilde. On April 23, 2026 (Legistar file 26-0626), the Planning Commission (PC) held a public hearing to consider an appeal of DR24-0010. The staff memo and exhibits that were provided to the PC are included as Attachments B and C.
The PC unanimously upheld Director approval of DR24-0010/Business Drive Open Storage Lot (denied appeal DR-A26-0002), with a vote of five (5) ayes and zero (0) noes.
