Community Development Agency, Transportation Division, recommending the Board authorize the Chair to sign the Second Amendment to Agreement for Services No.109-S1311 with The Hanna Group to transfer budget to subconsultant, Vali Cooper and Associates, Inc. for construction inspection and construction administration services and to address administrative changes within the Agreement with no change to the total compensation.

Fiscal Impact/Change to Net County Cost
There is no cost associated with this proposed Amendment. The cost of the original Agreement ($1,300,000) is proposed to remain unchanged. Funding for the Agreement and the proposed Amendment is provided by State Corridor Mobility Improvement Account funds and Local funds (Tribe). The U.S. 50 HOV Lanes Phase 0 Project (Project) is included in the approved 2013 Capital Improvement Program.
Background
On September 4, 2012, the Board authorized the Chair to sign Agreement for Services No. 109-S1311 (Agreement) with The Hanna Group (THG) to augment Transportation Division (Transportation) construction support resources for the Project. The Agreement was written with a not-to-exceed compensation amount of $1,300,000. THG has been providing structure representative, construction administration, construction inspection, and source inspection services. Transportation has been providing resident engineer, construction administration, surveying, materials inspection, and construction inspection services.
Reason for Recommendation
This Amendment is necessary to modify the structure of the original budget to allow for THG's subconsultant, Vali Cooper & Associates, Inc. (VCA) to perform more construction inspection and construction administration services under the Agreement.
