RECOMMENDED ACTION: 1. Certify the Environmental Impact Report based on the findings in Attachment 3; 2. Adopt the Mitigation Monitoring and Reporting Program; and 3. The Board determined that the MND was inadequate and referred the matter back to staff for review of new information presented by the applicant and determination of whether an EIR or revisions to the MND were appropriate. Staff revised the MND incorporating new information and submitted it to the State Clearinghouse on April 22, 2002. The revised MND was brought before the Board on June 11, 2002, at which time the Board acted unanimously to require the preparation of an EIR. A Notice of Preparation (NOP) was circulated for the project in October 2002; however contract issues delayed further progress. An NOP was reissued on May 24, 2005.
