Department of Transportation recommending the Board take the following actions pertaining to Bass Lake Road and Bridlewood Roundabout Project, Capital Improvement Program project number 36105079:
1) Make findings in accordance with Sections 3.13.030(B) and 3.13.030(C) of the County Ordinance Code that due to the temporary or occasional nature of the work, there is a need to engage with Environmental Science Associates for environmental review services;
2) Award Request for Proposal 24-924-010 to Environmental Science Associates; and
3) Approve and authorize the Chair to sign Agreement 8453 with Environmental Science Associates in the amount of $261,325.77, effective upon execution through December 31, 2026.

DISCUSSION / BACKGROUND
The Bass Lake Road and Bridlewood Roundabout Project will construct a single-lane roundabout at the intersection of Bass Lake Road and Bridlewood Drive. The project will increase safety and throughput capacity of the intersection while improving air quality by minimizing vehicle idle time.
The proposed Agreement for Services #8453 (Agreement) with Environmental Science Associates (ESA) is necessary to provide environmental support services for the Project, including but not limited to compliance with the California Environmental Quality Act and support for the National Environment Policy Act. The RFP process was conducted in accordance with County Procurement Policy C-17 and Chapter 10 of the Caltrans Local Assistance Procedures Manual.
Funding for the Agreement is included in the Project funding as shown in Transportation’s 2024 Capital Improvement Program (CIP), which the Board approved on June 18, 2024 (Legistar File 24-0838).
