DISCUSSION / BACKGROUND
Board Policy A-3 requires that ordinance amendments shall first be presented to the Board for conceptual review and authorization to prepare the draft ordinance. The Procurement and Contracts division is in the process of amending Board Policy C-17 - Procurement Policy. During this process, staff identified outdated language in Chapter 3.14 - Public Projects Bidding Procedures. Staff are seeking conceptual approval to amend County Ordinance Code 3.14 and will return to the Board in early 2026 with an amended Board Policy C-17 - Procurement Policy and recommended changes to Chapter 3.14 to bring both the Policy and the Ordinance in alignment with current Public Contracts Code and County procedures.
ALTERNATIVES
The Board could deny conceptual approval to amend County Ordinance Code Chapter 3.14 which would not incorporate changes in Public Contract Code and would not align with Board Policy C-17 - Procurement Policy.
