Health Services Department, Mental Health Division, recommending the Board authorize the Chair to sign Agreement 032-S1211 with Summitview Child Treatment Center, Inc. in the amount of $450,000 for the term July 1, 2011 through June 30, 2012 to provide specialty mental health services for seriously emotionally disturbed minors on an “as requested” basis for said Department.
FUNDING: Medi-Cal/Early and Periodic Screening, Diagnosis and Treatment (EPSDT) funding, and/or Mental Health Realignment, based upon eligibility of each youth and specific services provided.

Fiscal Impact/Change to Net County Cost: The not-to-exceed amount of this Agreement is $450,000. There is no Net County Cost associated with this Agreement.
Compensation for Services: Payments are made to Contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed on page 4 of the contract.
Contract Termination: This Agreement includes the County’s standard Fiscal Considerations termination language, as well as a provision for the County to terminate the Agreement without cause upon seven (7) calendar days written notice.
Reason for Recommendation: Summitview Child Treatment Center, Inc. has been providing specialty mental health services to County youth for nine (9) years. Summitview offers a unique set of clinical services, not all available at the mental health clinics operated by the County Health Services Department’s Mental Health Division (MHD). Prior to referral of a youth to Summitview, MHD assesses the child to determine if specialty mental health services are medically necessary, and in cooperation with the parents or guardians...
