Department of Human Services recommending the Board authorize the Chair to sign nonfinancial, ongoing Memorandum of Understanding 173-M1111 with the Sacramento Area Council of Governments (SACOG), which sets forth each agency’s role and responsibilities relative to the provision of CalWORKS and General Assistance beneficiary location data to SACOG for the purpose of performing a Lifeline Transportation Study to assist with public transportation coordination services. The MOU becomes effective upon execution, remains in effect for one year and automatically renews for successive one-year terms unless terminated pursuant to the terms and conditions contained therein.

Fiscal Impact/Change to Net County Cost: None. This is a nonfinancial MOU.
Termination: MOU includes the County’s standard Fiscal Considerations termination language, as well as a provision for the County to terminate the MOU without cause in seven (7) calendar days upon written notice.
Reason For Recommendation: The Sacramento Area Council of Governments (SACOG) is an association of local governments in the six-county Sacramento region. SACOG provides transportation planning and funding for the Sacramento region and serves as a forum for the study and resolution of regional issues. Its members include the counties of El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba as well as 22 cities located within these six counties. Supervisor John Knight is the County of El Dorado’s SACOG representative and currently serves on their Board. The City of Placerville is the only member city from the County of El Dorado and its mayor, Pierre Rivas, also currently serves on the SACOG Board.
