DISCUSSION / BACKGROUND

On July 22, 2025, the Board requested that staff return to the Board with a presentation from Waste Connections of California, Inc. outlining current and projected cost challenges related to solid waste management services and as well as proposed options for reducing costs to ratepayers. In addition to outlining the financial pressures, such as rising operational expenses, regulatory impacts, and infrastructure demands, Waste Connections has also been asked to present a series of proposed options aimed at reducing the burden on ratepayers. These options may include service adjustments, cost-efficiency strategies, or long-term planning initiatives designed to enhance sustainability while maintaining service quality.
