Health and Human Services Agency (HHSA) recommending the Board, in collaboration with the El Dorado Opportunity Knocks Continuum of Care (EDOK), to adopt and authorize the Chair to sign Resolution 194-2024 which authorizes HHSA to serve as the Administrative Entity for the EDOK in support of the Continuum of Care Program and on behalf of the EDOK.

DISCUSSION / BACKGROUND:
Pursuant to Title 24, Code of Federal Regulations part 578, the CoC Program, is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities, and local governments to quickly rehouse homeless individuals; families; persons fleeing domestic violence, dating violence, sexual assault, and stalking; and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families, and to optimize self-sufficiency among those experiencing homelessness.
In 2017, representatives from across El Dorado County established the EDOK CoC to implement the CoC Program. Since its creation, the EDOK has worked closely with community stakeholders, including the County, and has designated HHSA to serve as its AE on multiple occasions, with each occasion approved by the Board in advance. As the AE, HHSA coordinates various HHSA and CoC joint and/or collaborative funding applications, funding agreements, the administration of said funding (federal and state), subaward agreements to community providers, solicitations, and other administrative items.
On March 1, 2024, the EDOK approved the development of a Resolution to delegate authority to HHSA as their AE for all future CoC grant applications, funding awards and agreements, subaward agreements, solicitations, and other administrative items, as applicable.
